演題:How universal is universal health coverage? Insights from some African countries
講師:Professor Mayowa Fasona (Department of Geography, University of Lagos, Nigeria)
講演内容:
The Universal health coverage is covered by the SDG target 3.8. It aims to ensure that all individuals and communities have access to quality health services they need without suffering financial hardship. Universal health coverage for citizens in Africa is negligible compared to the total population. National health insurance coverage in Nigeria is roughly about 10% of the over 200million population. Health insurance coverage is estimated at about 25% in Kenya. In South Africa, about 17.4% of the population is covered by private medical schemes leaving the majority dependent on the public sector. Another dimension of health insurance coverage in Africa is that an overwhelming majority of the people enrolled are based in the formal sector and based in the urban areas. This leaves many people in the informal sector and those in rural areas largely uncovered and left to purchase their medical treatment out of pocket.
Limitation of access to health coverage by the vast rural dwellers and informal sector operators exacerbates health disparities, deepen exclusion and marginalization and increases poverty. Cost and lack of awareness have been identified as some of the challenges to low uptake of health insurance in Africa. This contribution will interrogate the adoption and coverage of the universal health coverage, drawing inferences from some African countries, and attempt to link current coverage to performance in key health indicators including fertility and mortality.
